About the eCosway Baiduri Bank Card

1. What’s the difference between the eCosway Baiduri Bank Card and other banks’ credit cards? Can it be used at all terminals?
This card can be used for retail purchases and also to perform cash withdrawals. It functions just like a Credit Card except that it gives you an additional benefit by awarding you with eV (eCosway eVolume) and CVPs (Card Value Points). Each Principal Card is tagged to an eCosway Business Owner ID to ensure that the Business Owner with that ID is able to enjoy all the sales incentives offered with each transaction e.g.:

• 0.7% commission rate for non-eCosway Partner Merchant transactions and 1 CVP is awarded for every BND50.
xx % commission rate for eCosway Partner Merchant transactions and 2 CVPs are awarded for every BND50.

This commission rate will be used for profit calculation under the eCosway plan.
Formula is :
(Transaction amount x 0.7% x100%)/1.7*/0.6 = eV (at non partners)

2. Can it be used at all terminals?
The card can be used at all electronic POS terminals but NOT with manual imprinters.

3. Will the Card look exactly like a Master Gold Credit Card?
Yes, with the exception of the name that is laser printed instead of embossed. It works exactly like a Credit Card and is accepted by all terminals worldwide that accept MasterCard (except manual imprinters).

4. If I do not get issued the Credit Card, can I be issued a Prepaid card instead?
No, the Bank does not offer any prepaid cards. However, the Bank may offer you a credit card based on deposit collateral.

5. How much credit will I be offered? Does Baiduri match the credit limit of my other credit cards?
Baiduri will follow banking guidelines and good banking practices when offering credit.

a) Provided you meet the minimum income requirement for applicants, credit limit is generally calculated by dividing your annual income by 2. However, please note that your total income/expense/debt/credit ratios and your payment history to all past creditors will also be taken into consideration.
b) It's important that you declare all of your income to the Bank if you want the highest limit possible.
c) You can always ask the bank for a higher limit than they offer you, but it is subject to the Bank’s approval.
d) If you have other cards issued by Baiduri Bank, the Bank can combine the credit limit of all your cards (e.g. BND 30,000 for 3 Baiduri Bank credit cards) or provide separate credit limits for the cards (e.g. BND10,000 for each card).
e) For credit limit for cards on deposit collateral (applicable for card members who are local residents), the card member will need to have a 1 : 1 ratio of the requested credit limit as the deposit collateral e.g. if card member wants to request for a BND1,000 credit limit, the card member must deposit BND1,000 into the account which will be held by the Bank. However, the card member may appeal or negotiate directly with the Bank on the holding amount.
 

Fees, Benefits & Criteria

a) Minimum qualification for application:
Principal card – minimum age 18 years
Supplementary card – minimum age 18 years (max. 4 supplementary cards)

b) Minimum annual income:
For local or permanent residents, a minimum monthly income of BND1,000 is required and the applicant must have a clean record with the Bank.

As this is a Credit Card, the credit limit will be offered based on bank’s discretion which is usually 2 times the annual income.

For expatriates, a monthly income of minimum BND1,000 , a Time Money Deposit (TMD) of BND 1,000 under lien and a Standing Instruction for card bill payments are required. (Credit limit allocated will be 1.5 times of the total amount deposited which is on hold e.g., if BND3,000 is deposited to hold, credit limit for the card will be BND2,000.( 3K / 1.5 = 2K).
Setting Standing Instruction for Payments: The expatriate card member will need to open a Baiduri account for which TMD of BND1,000 will be held under lien. Card member can then set a standing instruction for the bank to auto-debit the monthly card bill payments from the account upon applying for the card. The standard minimum payment is 2.5% of the total outstanding balance.
Local or permanent residents who earn below BND1,000 per month may apply for a credit card based on the following conditions:-

i) The Bank will need to hold a lien of minimum BND500 from your Baiduri Bank account (Savings and/or Current Account). The card member will not be able to use this BND500 collateral amount.
The credit card offered will have a credit limit based on amount deposited (e.g. if amount deposited is BND1,000, then available credit is BND1,000).
ii) Card member is required to set a Standing Instruction (SI) for monthly credit card bill payments. (Mandatory for expatriate card members. Optional for locals.)


c) Documentation required:
Note: Original copies must be presented along with photocopies and Baiduri will retain the photocopies.

Principal card: BND 40.00
Supplementary card: BND 20.00

* Supplementary card waiver exclusive to eCosway Baiduri Bank Credit Cards. Not applicable for other Baiduri Bank Cards.

Application

1. Can I apply for supplementary cards for non-immediate family members?
At their discretion, the Bank may issue a supplementary card to a person nominated by the Principal cardholder and approved by the Bank as a Supplementary cardholder. However, please bear in mind that a Principal cardholder remains responsible for ALL outstanding balances connected to all cards on the account. A Supplementary cardholder is never liable in any way for any part of the outstanding balance in relation to any of the cards issued on the Principal's account--including the one he or she is authorized to use.

2. Where can I get card application forms and where can I submit them?
Application forms and brochures can be obtained at any Cosway Sales Centre and at any of the 10 Baiduri Bank branches, but you must submit your completed application forms to a Baiduri Bank Card Center branch.

3. How fast can I use the card once my application is approved?
You can use the card immediately after collection and activation. Activating your card is as simple as signing an acknowledgement of receipt upon collection of the card at the Baiduri Bank Card Centre at Block A, Unit 8 , Kiarong Complex.

4. If I am already holding a Baiduri Credit Card, can I also apply for the eCosway Baiduri Bank Card?
Yes, anyone is eligible to apply for the eCosway Baiduri Bank Card as long as the cardholder maintains a clean payment record with the Bank. You can hold as many Baiduri Bank cards as you like as long as they are not multiples of the ‘same product’ e.g. you cannot hold more than one Baiduri MasterCard Ladies’ Card, Classic Card, Gold Card or MTV Prepaid Card.

To apply for the eCosway Baiduri Bank Card, just fill in an eCosway Baiduri Bank Card application form and be sure to state your eCosway Business Owner ID correctly on the form.

5. Can I hold two MasterCard Cards, one being an eCosway Baiduri Bank Card and the other being a different MasterCard issued by Baiduri Bank?
Yes.

6. Can foreigners apply for the card? If I am a foreign student studying in Brunei, can I apply? What are the requirements?
Yes, foreigners can apply if they are working in Brunei with valid work permit, and meet the Bank’s application criteria. All application approvals are based on the Bank’s discretion. Foreign students above 18 years old can apply provided that they have a Fixed Deposit (FD) account with Baiduri Bank and meet the Bank’s card application criteria.

7. Do card applications undergo background checks and/or a credit evaluation process? Are all applicants guaranteed the card?
Yes, all applications will undergo standard checks (for Bankruptcy and Bank’s blacklist file) and standard credit evaluation processes. The Bank does not guarantee that the card will be issued to all applicants.

8. If Baiduri Bank has rejected my credit card application before, am I still eligible to apply for the eCosway Baiduri Bank Card?
Yes, of course you are still eligible to apply. You might be given a card provided that either your circumstances have changed, or you put up an agreed lien or deposit collateral with Baiduri Bank.

The application form has two columns - “with minimum income of 1K” and “Fixed deposit collateral”. We suggest that you check both columns so that if your Credit Card application is rejected, you can immediately be considered for the deposit collateral option for your card application. If you did not check both columns, Baiduri Bank Customer Service will call you about the deposit collateral card application option.

9. If the card applicant is blacklisted by the Bank (due to inaccurate / forged documents submitted before, etc.) can the member still be issued the card?
No, but the applicant can still apply if he / she is willing to have a Fixed Deposit pledge under lien.

10. Can I opt to open a Fixed Deposit account with Baiduri Bank to get the eCosway Baiduri Bank Card?
Yes, the Bank may consider issuing you the card provided you are willing to have a Fixed Deposit pledge under lien.

11. If I am currently a credit cardholder based on a Fixed Deposit pledge, can I cancel my FD account and apply for the new Card?
No. You do not need to cancel your FD account, but you can reapply for the new card under eCosway and state your Business Owner ID in the form.

12. How long does it take for the card application to be processed?
Upon submission of completed form and all relevant documentation, the process will take up to 7 days.

13. How will I know when to collect the card?
The Bank will send you a notification letter for collection of the card.

14. Does the applicant need to personally collect the card?
It is Baiduri Bank’s policy that the principal card members are required to personally collect their cards at the Baiduri Bank Card Centre and SIGN an acknowledgement of receipt with the Bank.

15. Can a few applicants assign a person to submit their card application forms and later, collect their cards on their behalf?
No, the Bank will need to check the original documents of each card applicant for security reasons when the application forms are submitted.

For security reasons, the Bank would prefer the cardholder to collect and sign the card acknowledgement at the Baiduri Bank Card Centre. Strictly no third party collection is allowed for new / renewed cards to safeguard the interest of the cardholder in terms of security. However, the principal cardholder can collect the supplementary cards under his / her account.

16. Will the Bank courier the card to me?
The Bank does not normally courier the cards to cardholders unless the cardholder is in a different country or if there are no branches nearby. However, you can make special arrangements with the Bank for your card to be couriered to you if you are willing to bear the courier service charges.

17. Can I request to have the cards sent to different addresses?
Yes, this is possible if you are overseas.

18. How do I get my card if I’m in an area that does not have any Baiduri Bank branches?
As mentioned in 15, the Bank will need to check your original documents when you submit your application form. With effect from 2005, all card collection will be centralised at the Baiduri Bank Card Centre. If you are unable to collect your card from that centre, you can make other arrangements with the Bank (see 16 and 17).

19. How does the Bank set the credit limit for the eCosway Baiduri Bank Card? Will you match the credit limit of my other credit cards?
For card members who earn above BND1,000 per month, the credit limit granted will be based on the Bank’s discretion which is usually 2 times the net annual income. If your other cards were also issued by Baiduri Bank, the Bank can combine the credit limit of all your cards (e.g. BND 30,000 for 3 Baiduri Bank credit cards) or provide separate credit limits for the cards (e.g. BND10,000 for each card)

You can request for a higher credit limit but it is subject to the Bank’s approval.

For credit limit for cards on deposit collateral (applicable for card members who are local residents), the card member will need to have a 1 : 1 ratio of the requested credit limit as the deposit collateral e.g. if card member wants to request for a BND1,000 credit limit, the card member must deposit BND1,000 into the account which will be held by the Bank. Card Balance Checking, Banking-In Money

1. How do I make payments to the card account?
You can set up a Standing Instruction for the amount due on your card bill / statement to be debited automatically on the due date. Alternatively, you can make payments by cash or cheque at any one of the18 ATM deposit machines or at any Baiduri Bank counter. Cheques should be made to: Baiduri Bank Card Centre.

(Baiduri Bank does not encourage cheques being mailed to the bank due to the possibility of postal delays and cheques getting lost in the mail. However, Baiduri Bank still accepts cheques sent via mail provided that they are valid and not post-dated. The card member must ensure that the bank receives the cheque by the due date.)

2. How do I pay if I am OVERSEAS or if the branches are too far from my location?
Baiduri Bank has 10 branches throughout Brunei Darussalam that are strategically located at high-density business areas in all four districts. If you are overseas when your payment is due, you can appoint a representative to make the payments on your behalf.

3. Does the bank accept ONLINE payments through the Baiduri Bank website?
No, we currently do not accept payments online.

4. Will I get a receipt / slip for payments made on my card account?
You will receive a deposit advice every time you make any payments / deposits at any Baiduri Bank counter or machine. The transaction will then be reflected in your card account and also your next card statement depending on your card billing cycle.

5. If I already have a Baiduri Bank account, how do I transfer money to the card account?
You can either set up a Standing Instruction for direct debit from your savings / current account and the due amount on your card statement will then be deducted from your selected account and your card account will be credited accordingly.

6. Is there a penalty if my cheque is returned?
Yes, Baiduri Bank will charge you BND 50 for every returned cheque. Baiduri Bank will contact you and ask you to collect the cheque since mailing cheques is not a common practice in Brunei. The bank will send you the cheque by post only if the bank is unable to contact you.

7. Will I be charged any fee for using my card to spend more than my credit limit?
Yes, the bank will charge an “over limit fee” of BND 15.00. A list of Fees and Charges is enclosed with the Application Forms / Brochures and is also available upon request at all Baiduri Bank branches.

8. If I do not have enough credit balance in my card account, can I use my card for further transactions?
No. You must ensure that there is sufficient balance in your card account.

9. How do I check my card balance or credit limit?
You can either call the Baiduri Bank Customer Service Helpline at +673 – 245 4187 during office hours or make a walk-in enquiry at any Baiduri Bank branch.

10. Can I enjoy Partner Merchant’s eVolume (eV) when I use the eCosway Baiduri Bank Cards at Partner Merchants in Malaysia?

11. Can I enjoy eV when I use the eCosway Baiduri Bank Cards at Cosway Sales Centres in Malaysia or Singapore?
Yes, BUT transactions at these centres will be considered as non-Partner Merchant transactions. Please call eCosway Customer Service for clarification on eV calculation.

12. Why isn't Cosway a Partner Merchant?
The eV awarded on the card spending itself comes from a small percentage that Merchants were already paying to the Bank even before eCosway came along. The Bank (not the merchant) pays part of it to us and we turn it into eV and CVPs. The Merchants pay nothing directly to eCosway because the Partner Merchant agreements that Merchants sign allow Baiduri Bank to debit eCosway's commission before funds are deposited into the Merchant's account.

Cosway does not need to be a "partner merchant" because it is already set up to give eCosway Shoppers and Business Owners eV on the purchase of goods through its own system. If you use the Baiduri eCosway MasterCard, you will already be getting maximum eV because you get some from Cosway and some from Baiduri. You don't get double CVPs because you get coupons from Cosway.

13. Will eCosway Alliance Bank Card members from Malaysia get eV from Partner Merchants in Brunei?
No. Transactions at these merchants will be considered non-Partner Merchant transactions when they use the eCosway Alliance Bank Cards. Please call eCosway Customer Service for clarification on eV calculation.

14. Can the card be used to pay installments or for auto–debit / billing?
Yes, it can be used for installment payments. Special arrangements and approval must be obtained directly from the Bank prior to or after the purchase.

For example:
Option 1: to Swipe First & Convert Later: You will need to contact Baiduri Bank if you wish to convert your purchase into an installment plan. The repayment period for this 0% instalment plan is 6, 9 or 12 months.

(No interest will be charged. Cardholders will just have to pay a processing fee of 3% or BND50, whichever is higher. The credit limit given for the purchase installment plan will affect the existing limit of the card. A different limit may be requested just for the installment plan and approved only if the card member meets the Bank’s criteria.)

Option 2: to Obtain approval for installment limit: For cardholders who have NOT made the purchase but wish to pay for it in installments, the participating merchant will need to call the Bank to request and obtain an approval code for the installment plan.

(The terminal used must be an EDC terminal.)

14. What are the Bank’s basic criteria for a card member to qualify for an installment plan?
There are no basic criteria as long as the card member is a Baiduri card member and has a good payment record and has a salary that meets the minimum BND1,000 criteria.

a. Cosway’s products on installments? Yes (only selected Cosway items)
b. Other retail shop’s 0 % interest -installment? YES
c. Pay for online shopping? YES
d. Auto-debit for bill payment? Only at selected Baiduri Bank merchants, where applicable.

15. Can I use my eCosway Baiduri Bank Card to perform cash withdrawals from ATM machines?
Yes, you can use the card to withdraw up to 50% of the card credit limit, if available, with a 3% cash advance fee or BND10, whichever is higher. Withdrawal amounts will be deducted from the card balance and not the card member’s banking account (if any).

All additional fees are listed in a separate leaflet together with the Application Form or at all Baiduri Bank branches.

16. Will I be sent a monthly card statement?
Yes.

17. Who should I call if I have any questions about my account or if I lose my card?
You can call Baiduri Bank’s Customer Service at + 673 – 245 4187 during office hours.
For lost card reports, card members can call the Hotline at + 673 – 245 4222. The Bank will advise cardholders to lodge a police report, and then go to the bank to fill out the following:
I) Card replacement form
ii) Lost card report form (attach with police report)
iii) Indemnity form

A BND10 fee will be imposed when card member requests for the card to be blocked.

Card member will need to pay BND20 for the replacement of damaged card or cards with correct Business Owner ID, name etc.

Replacement cards can be collected the next working day.

Scenarios

1. Will my card transaction go through if I don’t have enough balance in my card account to cover that transaction?
No, it won’t.

2. Will the eCosway Baiduri Bank Card be protected by fraud prevention measures? How will the bank verify? What if I’ve detected an unauthorized transaction?
The Bank has a fraud monitoring system for all card transactions. If the Bank suspects a fraudulent transaction, Bank personnel will call the cardholder to verify and if the transaction is unauthorized, the Bank will block the card transaction and/or cancel the card.

If you have identified an unauthorized transaction, you must report the transaction directly to the Bank with any relevant details within 30 days upon receipt of the statement. The Bank will then investigate and update you on its next course of action.

3. How are card transactions verified at Cosway Sales Centres? How do they check for fraud?
Cosway Sales Centre personnel will verify transactions by checking that the customer’s signature matches the one on the card. The Bank will monitor for fraud once the transaction is made.

4. If I want to change the Business Owner ID tagged to my card, what is the procedure?
You may go to any Baiduri Bank branch to request for a replacement card with the changed Business Owner ID.

Fill up the Baiduri eCosway MasterCard Damaged /Replacement Form (Your card needs to be replaced because the wrong Business Owner ID is printed on it.) Your existing card must be cancelled. The Bank will charge you BND20 for each replacement card. Your new card will have your changed Business Owner ID printed on it.

Note: It is the card member’s responsibility to ensure that the Business Owner ID is correctly stated on the application form before submission and on the card issued upon card collection. eV will be credited to the wrong Business Owner account if the card member does not report or replace the card with wrong Business Owner ID. Please call eCosway Customer Service on eV calculation.

5. Does the card offer additional benefits / privileges e.g., Free Personal Accident Insurance/Travel Insurance? Or boosted eV for initial transactions?
Currently, Baiduri Bank does not offer any of these benefits. No, there is no extra eV for any initial transactions apart from the usual 0.7% or the percentage offered by partner merchants.
